Surly Hamiltonian is always interested in the Ontario price of power, especially the Global Adjustment added to bills to pay for solar and wind projects. Here's a good Star article on how surplus wind power costs Ontario. Some excerpts:
"Coping with surplus wind power will cost Ontario electricity ratepayers
up to $200 million a year if market rules don’t change, says the power
system operator."
"The dispute comes as more and more renewable power is about to flow onto the province’s power grid.
About 2,700 megawatts of wind and solar power are currently feeding
electricity into Ontario’s system, three-quarters of it wind. That
amount is set to more than triple by January, 2016.
Solar power generally flows into the system when it’s most needed, when demand for power is high."
"When there’s more power than the system can handle, the IESO sells it
to neighbouring provinces and states — sometimes at a loss, and
sometimes actually paying them to take it.
Those losses are absorbed by ratepayers, and added to the electricity
bill as the “global adjustment,” which now often exceeds the price of
energy by a wide margin.
So far this month, for example, the market price for power has
averaged 2.96 cents a kilowatt hour. The global adjustment has been 5.73
cents a kwh. Consumers pay delivery and debt."
We're anxious to find out what the global adjustment will be for March, often the highest of the year. Lower heating demands than the winter (and obviously not air conditioning demand) combined with a lot of wind power is a recipe for a high global adjustment. Will it break the all time record for a month?

More Lower City Fires Caused by Smoking?
The Hamilton police have released this about the fire on February 20th at 249 Cannon Street East:
Hamilton Police are investigating the death of a male person during a fire that occurred at 249 Cannon Street East in the early morning hours of February 20th, 2013.
On Wednesday, February 20th, 2013, at approximately 4:00 a.m. a 911 call was received for a fire at 249 Cannon Street East. A 24- year-old male tenant suffered serious injuries and was taken to hospital where he later died from his injuries. All other residents were able to safely flee the residence.
At this time investigators are working with the Ontario Fire Marshall’s Office to determine the cause of the fire. A post mortem is planned for the deceased male to determine the cause of death. Next of kin have been notified however, the male’s name will not be released.
Investigators are interested in speaking to anyone who may have been in the area of 249 Cannon Street East at the time of the fire. Anyone with any information is asked to contact Detective Randy Kovacsik of the Homicide Unit at 905-546-3836 or Crime Stoppers at 1-800-222-8477

As a result of the investigation and cooperation between the Hamilton Police Service Homicide Unit, Arson Unit, Ontario Fire Marshall and the Ontario Coroners Office it has been concluded that the 24-year-old victim died as a direct result of smoke inhalation and injuries directly related to the fire.
Suspicious injuries that were originally noted and reported to the victim’s body were determined to have been sustained during rescue measures and did not contribute to his death.
The Fire Marshall has determined that the fire originated inside of the victim’s bedroom and no foul play is suspected. The investigation has now been turned over to The Ontario Fire Marshall who will continue to investigate to determine the cause of the fire. All future questions from the media should be directed to the Ontario Fire Marshall's office.
So not the first murder of 2013. I've made the point before that there seem to be a lot of fires in the lower city compared to the rest of the city and that a lot of them seem to be caused by smoking. Given that the fire started in the subject's bedroom around 4 am, I'm speculating that smoking is a good guess for the cause. A increased payoff for public health smoking cessation programs besides the benefits of not smoking would seem to be less fires in the lower city and hopefully lower fire department costs.
I know that fire insurance depends on smoking, however given the admittedly anecdotal evidence from following fire causes in Hamilton over the past year, it would seem to me that fire insurance should be at least double for houses with smokers versus non-smokers. Who knows, maybe it is already.

Excellent Ottawa Citizen Article on Lowered Ontario Population Growth
This article from the Ottawa Citizen about declining population growth is fantastic, with a lot of good numbers. When considering Ontario's GDP growth, I've been using the 1.2% per year population growth rate from 2011. That's important when considering GDP growth per capita and considering how low Ontario's GDP growth has been since the Harris era, GDP growth per capita is almost nil. If population growth is slowing down, then Ontario's tepid GDP growth could be headed lower in future.
"Quarterly demographic estimates released by StatsCan show Ontario’s population rose by just 40,200 in the third quarter of 2012 — the smallest third-quarter increase since 1993. That followed second-quarter population growth that was the lowest since 1981.
The province’s population rose by only about 107,000, to 13.5 million, in the first nine months of 2012 — the slowest growth this century."
So annualizing the 107,000 number (which may be a bad assumption if fourth quarter numbers are usually different from the first three of the year) to 142,666, that's a growth rate of 1.06% a year. That's not a cratering from 1.2% but it is a definite change.
Some numbers on Ontario immigration and inter-provincial migrants:
"Part of the reason for the decelerating growth is that immigrants are far less likely than they once were to pick Ontario as their destination within Canada.
Since 2001, annual immigration to Ontario has declined by one-third. In 2011, it dropped below 100,000 for the first time this century, and could be even lower in 2012.
But interprovincial migration is another key factor. Ontarians are leaving the province in growing numbers for other parts of Canada. In the third quarter of last year alone, the net interprovincial outflow was 5,591 — more than in all of 2011 or 2010.
For the first nine months of 2012, Ontario had a net loss of 13,500 residents to other provinces. That’s more than quadruple the number for all of 2011."
Those numbers aren't good for future population growth especially if they are accelerating. Clearly people aren't deciding in favour of the Ontario economy and with Alberta an option in a country with free mobility that's problematic.
"He said the exodus to Alberta is being led by young Ontarians, who were hardest hit during and after the recession. Between September 2008 and July 2009, more than 110,000 15-to-24-year-olds lost their jobs, and a further 60,000 youth jobs disappeared between June and November 2010.
Jedwab said Ontario’s “dismal” interprovincial migration numbers speak to the perception of its economic prospects by some residents. “Interprovincial migration is never a good sign for an economy.”"
Ouch.
These numbers on the type of immigrants Ontario is receiving is also interesting:
"The type of immigrant coming to Ontario has also shifted. In 2001, nearly two-thirds were economic class immigrants. But that has now fallen to barely half. More of Ontario’s immigrants are now arriving through the family class and humanitarian streams than in the past, and often have a harder time finding jobs and require more government assistance."
That's not going to good on for GDP growth as economic immigrants will clearly produce way more GDP per capita than the family class and a shift in the ratio means less economic growth.
What does this all mean? For one thing, those long term population projections for the GTA probably need to be lowered a lot. Historically the housing industry has been an engine for Ontario, however with less new people, there's less demand for new housing, including downtown Toronto condos. Considering how much of Toronto's GDP is driven by new condos, ranging from real estate agents to construction workers to interior designers, lowered demand is going to hurt.
For anyone interested in the Ontario economy, these population figures bear watching. Here's the Statistics Canada page with provincial population numbers by year.

Ontario Third Quarter 2012 GDP Numbers
I haven't been able to find any media reporting on the third quarter GDP numbers for Ontario (which is in and of itself strange), but this Ministry of Finance web page looks to be reporting 0.1% (non-annualized):
"Ontario’s real Gross Domestic Product (GDP) on an industry basis and at basic prices increased 0.1% in the third quarter of 2012, following gains of 0.6% in the second quarter and 0.6% in the first quarter. Output in the goods-producing sector declined by 0.9% while service sector output rose by 0.3% in the third quarter."
That's exactly in-line with the overall number for Canada at 0.1%. I remember that being 0.6% on an annualized basis, but that number for Ontario doesn't seem to be reported here. I would like it, mainly because it would give more information if Ontario was ahead of Canada or behind. With rounding, Ontario's growth could be anywhere 0.06% to 0.14%, which could have a big effect on the annualized number.
In any case, that's not a good number and the fourth quarter isn't looking good either. Considering that Ontario's population growth is 1.2% (or at least it was in 2011 who knows what the number is now) per year, that means that on a per capita basis, GDP declined in the third quarter (1.2% per year is about 0.3% per quarter). The fourth quarter numbers should be interesting, as should the first of 2013.

The City of Hamilton and the Lister Block and Being a Landlord
There's been numerous projects the city has been a part of and turned out to be bad at finding commercial tenants (or they're bad at assigning the job and parameters to whoever is doing it). For example the Terraces on King, now has at least one tenant, but the ground floor commercial units laid empty for what seemed like forever (although being below 10+ stories of public housing might be part of the problem). The Gore Building's main floor is still empty after years, despite a sign for a while indicating a Coffee Culture is coming. My guess is that the city charges over the odds for rent for the buildings they are involved in (more on that later).
The Spec has an article today about the Lister Block's commercial ground floor and the renting of part of it by Cafe Mezza. These units have been empty for a while:
"The units have been available for rent since last April." At least in this instance tenants were lined up and they won't stay empty forever, just a long time.
The rent though seems quite high for downtown Hamilton:
"Luis Meza was thrilled to sign a five-year lease on an 850-square-foot space facing King William. His bid won over two others."
"According to a staff report to council, Meza will pay about $1,850 a month in rent and operating costs in the first year, climbing to about $2,350 in the fifth year." That's $2.18 per square foot in the first year, and $2.76 in the fifth year. I'm doubting inflation in rents downtown will rise that fast. As a way of comparison, the space that Burrito Boys is in on Gore Park was advertised at $2500 for 2500 square feet or around $1 a square foot. So I think it is pretty clear that rents in city associated projects are more expensive. Sure the Lister is a nice space, but there has to be some realism
I am glad that there is interest in the Lister Block commercially. I'm also glad that the city has gotten involved with projects. But it can't be argued that whenever the city is involved with something, filling the main floor commercial space is a very slow process.

Canadian Fourth Quarter 2012 GDP Predictions Not Looking Good
This Globe article has some interesting info on predictions for Canada's GDP in the fourth quarter. First on lower inflation:
"Statistics Canada said on Friday that lower gas prices helped push the annual inflation rate down to 0.5 per cent in January from 0.8 per cent in December, the lowest since the 0.1 per cent recorded in October 2009."
That's interesting that inflation is so low, but with gas prices cranking back up in February, what happens to future inflation readings?
The retail sales numbers for December weren't good either:
"The 2.1-per-cent fall in seasonally adjusted retail sales in December from November was far larger than the 0.3-per-cent decline predicted by market operators and suggested already muted expectations for fourth quarter growth might be too optimistic."
And finally predictions on fourth quarter GDP growth:
"Last month the Bank of Canada already cut its fourth quarter growth forecast to 1.0 per cent from 2.5 per cent. December growth is likely to be disappointing given poor manufacturing and wholesale and now retail trade. Statscan is to release December and fourth quarter gross domestic product data on March 1."
That's not good and I can't think that Ontario's will be that much different, although lower growth in Alberta due to lower commodity prices could be dragging down the federal number. Then again, if retail numbers are down, that can't be a great portent for Ontario.
This Stats Can page said that third quarter growth for 2012 was only 0.6% on an annualized basis, so that could well mean two quarters under 1% in a row which isn't going to be good for government revenues. I'm still waiting for the official third quarter number for Ontario. Higher or lower than 0.6%? Considering Canadian population growth is over 1% a year, that's basically a decline in GDP growth per capita and that's problematic for tax revenues and not good news for Kathleen Wynne.

Hamilton City Council Should Just Vote No to Police Budget
After apparently just tabling the police budget tonight, for further review, the city still needs to make a decision on the police board's budget request. Personally I think that council should just vote no. The chief, Glenn De Caire can appeal the decision to an independent arbitrator, however with the overall Ontario economy being weak as it is and Toronto achieving a budget freeze for their police, I'd take my chances with an arbitrator. Especially since council isn't looking to cut officers, only keep the current level.
